The rule is intended to be subjective JPS. As mods it's up to you to cry foul if somebody is trying to take advantage of the system. In both examples this season (NYY and now LAD) it seems the intent was clean and the mods voted as such. I think it's working as intended, since it's not preventing teams from exploring options/making moves but it is keeping GMs aware there is still a rule so be careful.
