You're right on the Convenience cost, but we round down so it'll be $67M even. Though changing your OF dimensions costs $20M, so it would be $87M total.

If I take 50m from the bank, will I have enough in game to pay the balance of 37M AND a winterball bill of $30M? I can do this over two seasons if I have to.
