It's in the second tier behind the Dodgers, Yankees, and Mets. In the Philly type range.
What terry is right about is that if your payroll drops when your team is rebuilding it is a serious hamper on player development if you can afford to pay into your farm. It's a never ending cycle then - which is what we have to be careful isn't happening.
