This is what teams should be doing anyways. Most teams honestly do not try to upgrade everything possible. Making the playoffs might be a guarantee, but advancing in the playoffs is not. Maybe some teams can hide behind a large budget, but most teams cannot just add at will and not care if it doesn't work out.
Salary is all relative, so paying a guy $2M for September is the same as paying him $12M for a full season in you get what you pay for. Most of the guys that you list are whoop-dee-doo type players. Anyone with value would be headed for compensation, so the return would need to fit the bill. Also, injuries in September can derail any form of super team.
