There are 16 teams in the NL, 14 in the AL. Why would an AL team have to move to the NL?
If we do expansion, it has to be 2 teams. If you put 2 teams in the AL that is going to assure 1 division in the AL will never see a wild card or if both of the expansion teams go in the same division, they will be guaranteed a wild card.
If you put 1 expanion in the AL and 1 in the NL, it will spread it out. The problem you then have is an odd number of teams in each division. So you would need to put an NL team in the AL to even it out.
That is why Milwaukee made the jump from the AL to the NL.
