Here's how the new guidelines will read...
Only teams that have made alterations that effected their park factors can make desired changes at no cost. The list I have include:

1. Effects will be re-calculated in-game
2. Effects may come under a "sanity check" by admins (i.e. we don't want to see 186 HR factor in COL)
A few restrictions will still apply:
1. Infield Quality cannot be changed from Average (Errors and Double Plays will be fixed at 100)
2. Visibility will make strikeouts as follows...
Poor = 108
Fair = 104
Average = 100
Good = 96
Excellent = 92

Upgrade Convenience/Comfort/Sight Lines
To figure out your cost go to BUDGET...BUILD STADIUM...
Note your initial "TEAM PAYS" amount and what it shows after you have made your changes. The difference, rounded down to the nearest $Million will be your cost.
EXAMPLE: If you start with a TEAM PAYS of $147.580M and by increases your TEAM PAYS changes to $231.057M you would pay $83M.
Seating Expansion
Cost is $1M per 100 Seats
Infield Quality: Cannot be changed (Everyone is set at Average)
Infield Grass: Everyone defaults at Average...Cost is $2.5M per Level
Visibility: Cost is $5M per Level
Foul Ground: Cost is $2.5M per Level
Install Turf/Grass: Cost is $10M
OF Dimensions: Cost is $25M
Upgrades to real stadiums may come under a "sanity check" by admins.
