So, basically it's one time and "tisk, tisk". Twice and it's a warning. Third time and you're booted? It's like the MLB drug testing not doing anything until the player tests positive for the third time. After seeing other responses I could see some sort of fine being in order. I'd say a 1st is too much, but a 2nd would suffice and instead of dissolving the pick, why not auction it off to the highest bidder and get a little cash out of the league.
