Compensation changes, sure, but Sandwich round, hell no. It's like the Rule V draft. It sounds nice and would be a great addition to the league, but the additional work probably isn't worth it.
I think the arbitration figures for SPs (and possibly RPs) need to different than regular position players. There's 150 starting pitchers while there's just 30 starters at a given defensive position. If we're using the top 7/15 for those with 30 starters at each position, I'd say something like the top 20/40 for SPs would be good (and maybe something like top 10/20 for RPs).
