No, this has nothing to do with Peak Start and End. It all has to do with Projected Debut (Career Window). Here's an example from my team. Chris McDaniel is still pre-Window, yet 24 and clearly rated good enough to be in the majors now. Yet Mogul is still holding him back. I would pay $3M to have his Projected Debut changed to 2024. And again, why I think this is a less of a cost than Winterball is because every player will hit their Career Window at some point, but there's a handful of players that Mogul just doesn't make sense when issuing these out.
I will also say, there is a fool proof way of checking to see if a player is in his window or not. If this gets passed, I would be willing to divulge how this is done, for those that don't know.
