2. No. There is no league priority currently, lowest record period has priority. This would add a lot of realism.
3. No it doesn't. Last season the Braves acquired Santos Rodriguez in September and played him in the playoffs.

There's loopholes in the system that allow prospects or players added to the roster after August 31 to be able to be added to the playoff roster. The easiest way being moving a player to the 60-Day DL, which opens a spot to ANY player in the system to be added to the playoff roster. However, any player signed or traded for after August 31 cannot be added to the playoff no matter the circumstances.
