This happens in real life as well. Alfonso Soriano anyone? These things are a real life deterrant in some ways and are effective here as well.
But beyond that, when the 100% was put in, there were three conditions attached to it as well that you could appeal to an admin about to lessen the buyout/ntc.
Also, if the issue is hurting rebuilds or other franchises based on past GM mistakes or whatever - I don't think anything should be beyond the admins to change. If it's for the good of the league I think most of us will agree to anything, even if it isn't exactly fair.
