If you want to go to a .333 W%, sure. Whatever. But strength of division / Andy's judgement call should still come in to play. Otherwise, it's crazy to think all divisions are the same. If all divisions are supposed to be the same, then we should penalize teams for winning too much. And that seems preposterous to do since winning is the object of the game. So, I think the baseline of 50 is good enough.
Just adding what I said in Discord...
As much as I think a good baseline to deter tanking is a good idea, I think tanking is more about things such as; having no necessary bench pieces, playing guys out of position, playing guys who should be released (i.e. the pitcher that can clearly be upgraded for players who are still FAs after Spring Training). That's my ultimate opinion on tanking.
I know Andy will say that's more for him to police, but we have enough vigilantes who hate to see tanking. They will definitely sound the alarm and then the GM in question can be warned to fix it and then penalized if it continues (current season or future attempts).
