Lately, I've been seeing relievers being locked up at prime bargain rates:There are probably some Starting Pitchers and Position Players who fit this category, but they generally clear the minimum rates.

The drawback to something like this would be a ton of 1 year extensions in the offseason, but this should shake things up properly to open up the reliever market.
I have to agree with Mzy. Plus this file just doesn't generate that many quality RP. Since most SP and position players clear minimum rates, as you said, this would simply end up penalizing the teams who actually do manage to draft or otherwise obtain good RP.
