Yes, you can achieve an increase in revenue just with the move to a larger population center, but it's so small it's not worth it. Changing the per-capita income is more about fixing what Clay appears to have purposely done: make relocation cities suck compare to the existing markets.

Bumping Montreal to meet the lowest per-capita income is just undoing that bizarre, built-in component of Mogul.

As for Tampa vs. Montreal, Tampa's current budget is about 98M with a 69/75 base/loyalty. Montreal with a new stadium, staying at 18700, and a boost in base/loyalty is 98M. So yes, as it currently stands Montreal is a worse market than Tampa. That doesn't make much sense to me, so the per-capita boost to basically sanity check the game does make sense to me.

Yes, that's 98M based on the off-season budget. Budgets always increase as the season goes along. Tampa had an 85.9M budget in the off-season and expanded that to a current 94.8M. That's a 10% increase and will raise a little more by the time the season is over. A 10% increase on Montreal's starting 98M would have it over 107M by the end of the season.
