We were talking about this on the old site - but I just think the whole "farm" expense is trumped up by Mogul to try and simulate the intangibles of player development.
No team spends 40M on their farm independent of player salaries and scouting...yet thats our cap. I'm game for dropping it down to 25M, give or take.

Sure. I put a ton of resource now into farm because thats all my team can really have to live for for the future, but in doing so being a small market team it gives me a very short cap. I would be for a 25M cap as it would allow me and of course the other teams to have more cap space and be able to generate more money for WB and IFA.
I guess to police it, any team that goes over 25M if thats the number we all agree on, would be docked a million or 2 out of their bank.

I think 25 per is best, although I am fine with 30. However, the penalty should be large. It should be 3 million first time for going over, 5 million the second, and if they do the third then they should lose one winterball spot.

I have seen this done and it does help with small market teams, but it also kills farm systems. If you have every team set at the same amount of money in the farm system, it basically makes the farm system useless almost as the years go on. 25 Mil is a good amount though if you're trying to do this.

I'm not for equalizing the farms, just capping it lower. 30M is fine with me too - you're talking about a significant chunk of money for small revenue teams that way.
Should go into effect this year too, no need to wait on it.
