To help not drive Andy nuts I suggest for every UDFA you pay 1mil fee, basically equalling the total of a late 6th. Just a small deterrent for teams to not go crazy signing guys just to release them a half year later.

I like that idea. Whoever came up with that is a genius.

Hate it should not have to pay to take a gamble on some UDFA allows more cash fluid teams to make more gambles making it unfair for more cash conscience folks

I think this one is up to Andy. He is the one doing the work.

I'm not opposed to a fee, but I think a hard and fast "1M Fee" isn't right. There's varying degrees of talent. One UDFA might be worth the 1M fee, but others won't. Then you have weak drafts where late 6th rounders are getting less than 1M. In the end, it's still giving up more than what it cost you to get your own 6th round pick (which is nothing).
Plus is it just a Sim 4 UDFA signing that creates a 1M fee? What about a June 16 or July 1 signing? Or maybe a guy that doesn't sign until September? Off-Season MiLB / Draft Day signings?
An old league ran blind auction on UDFAs (supplemental picks as they called them). I think that would be the most fair process, but unless Andy can easily create a Google Docs things, like with HOF Voting, I think it'll create too much work.
If I were in Andy's shoes, I would just take notes on who signs UDFAs and releases them quickly and bar them from future UDFA signings. I know I would already have some in mind...

My problem with UDFA is the people who sign 12 of them and release all of them by the offseason.
It is so damn obnoxious to go in and edit every guy to a draft day deal. I wouldn't even consider this if people here used even a tiny bit of restraint.
