That's good to know. The problem in this case is that the waiver claim made was made under the conditions of receiving cash from the team waiving. Which completely changes the dynamic.
It would be wildly unfair for arod to be stuck with Romero at full price after an admin promised he'd work it out differently.

well the answer is pretty easy here.
Boras can let it go through as a trade or if he vetoes it Romero goes to free agency.
