    Just for clarification, what is the deciding factor between picks 66 and 67 (OAK, MIL Type B signs)?

    Both players (Province/Winegarner) signed for the same amount, but Winegarner signed first to CIN by 4 minutes.

    The time of signing is irrelevant. The tiebreakers are higher overall and then younger player.
