24 rule for waivers and FA during 1 day sims

This does not make sense to wait 24 hours or what would be past the next sim for a waiver claim or to sign a FA. I think when the schedule goes to one day sims after the trade deadline the waiting period should reduce to 12 hours.

during the every day sims 12 hours makes sense any other time it doesnt.

This motion has been set in place. So on every day sims only waivers and in-season FA are 12 hours. That also means you get half the time to pull back someone.
