New Stadium Guidelines
1. Effects will be re-calculated in-game
2. Effects may come under a "sanity check" by admins (i.e. we don't want to see 186 HR factor in COL)
3. Infield Quality cannot be changed from Average
4. HR Effects are capped at 80 (Lowest) and 125 (Highest)
5. BA Effects are capped at 90 (Lowest) and 115 (Highest)

To figure out your cost go to BUDGET...BUILD STADIUM...
Note your initial "TEAM PAYS" amount and what it shows after you have made your changes. The difference, rounded down to the nearest $Million will be your cost.
EXAMPLE: If you start with a TEAM PAYS of $147.580M and by increases your TEAM PAYS changes to $230.317M you would pay $82M.
230.317 - 147.58 = 82.737 (round down to 82)
Seating Expansion
Cost is $1M per 100 Seats
Playing Field and Dimensions Adjustments
Infield Quality: Cannot be changed (Everyone is set at Average)
Infield Grass: Cost is $2.5M per Level
Visibility: Cost is $5M per Level
Foul Ground: Cost is $2.5M per Level
Install Turf/Grass: Cost is $10M
OF Dimensions: Cost is $20M
