The cost to do this in-game would be $24.7M. So your rounded cost will be $25M. And I would rather you pay off the stadium first before you start making upgrades.

please take 11M from the bank and (since I assume 8m was taken this last off season) 21M from in game cash and please LEAVE the 20 in bank as I am estimated to make 40+m in profit again this year and I will be next year as well.
