Budgets are no longer enabled, so might want to remove it from rules to prevent confusion from future GMs. :p

GUESS WHAT GUYS hokey is clarifying a rule.
IF YOU NEGOTIATE A DEAL WITH AN AGENT AND HE HAS A NTC. YOU DEAL WITH THE AGENT. THIS MEANS YOU MAY NOT BUY IT OUT UNLESS THE AGENT SAYS THAT IT IS OKAY.

I assume this applies to only agent signed players and not to mogul signed players with NTC?
