not according to andy. he flat out told me in xat chat in the past what determined that. and he said whichever one signed first.
Unfortunately, Andy was wrong. The higher overall has always been the tiebreaker. I remember when we were discussing how the order should go - highest salary or total contract, what the tiebreaker... The point of the order is to give a practical reason for who is more valuable and deserves better compensation. The overall is more objective than when a thread closes.
