I think there's a lot that's going on here so let me try and hit it all up.
1) Yes the agent should've gotten back to you sooner and that's not ideal. On the other hand, it's hard to play the ample time card when you did have all season to address it (or half since you were a mid-season addition).
2) The rules are in one place and I practically plead with GMs to ask if they don't understand. I put them in one massive post to prevent confusion.
3) Nick is right there is precedent for his release
4) This may be advantageous to you as it seems nobody wants to part with their 1st for a 34 year old. You may be able to get him cheaper by avoiding arbitration and just signing him to a market deal at or near the offer you made for him.
Lastly, I wanted to be clear nobody is picking on you. There seems to be this assumption (by most GMs) that players owe teams something or there's some obligatory period where teams and players MUST negotiate exclusively and that's not the case. If you waited until the last minute in real life with a player and he didn't like your offer it's not his obligation to tell you in any time frame. But there is precedent so if you want to keep Youk you'll have to do so on the open market.
