Is it not possible to have multiple skins installed and users select the one they want?

I know other message boards I belong to have options like this.

Nope it wont work. Because, the current banner and everything is tied to the current skin. I've edited the current skin to put all this extra stuff up. In order to have extra skins, we would have to manually edit everything for as many skins as we have, and we are already slow to update the league info. We would never do it for two plus. You follow me?
