Switch to BM 13

Only problem with switching now is that we'd have to test to see if the file has any unforeseen effects under '13 and give people time to get the program. If we switch, I'd say we're looking at 2031, just my opinion.

2031 would be fine by me, but i still think the Sim to ST is the best time to do that swtch
