Munslow does have predicteds at 3B. He's played 100 innings there, I think your issue is one of small sample size.

Shortstops will have 3B added if their player card indicates it.

Player cards vary widely, adjusting it based on that will allow people to know what to expect when they look at it. That's part of the point. So where it ends is with the player's card.
