Japanese league Idea

I've noticed that a lot of middle end guys dont get signed or are signed on the cheap. A proposal im suggesting is each year a certain number of players go over to the Japanese League and also teams from that league can bid on some mild free agents. The main proposals are as followed:

5-10 players leave the majors for the japanese leagues. There would be a league vote on how many players can go over with no more 10 ever going in a single year. This vote would not include trade moderators and administration.

Of course there has to be a certain budget so what I propose is an 'American Player budget.' This allows some Japanese teams to go after players without being unrealistic. The budget would be voted on each year by the administrators and trade moderators.

Dont mind the idea. DJ already mentioned something like that. I think we'd be better off allowing teams to sign them and use them for quality backups or for rebuidling teams to get on the cheap.
