League Revenue will be dropped from +10% to 0% where it will stay
All teams can purchase up to two additional winterball spots for 40M each

All bank cash over 100M will be returned to the game file following resigns. This will be taxed at 50%. (So someone with 150M in the bank will have their bank set at 100M with 25M sent to the game)
