What about a small wager, like $1M? Maybe something like (if 10 brackets entered) 3rd place gets $1M, 2nd place gets $2.5M, and 1st place gets $6.5M. It's sort of a doubling increment (14%, 28%, 56%). 3rd place gets their money back, 2nd place makes a little, and 1st place makes a solid amount.

lack of brackets for Matty's idea to work so far.
Lets move to 2 million each. All goes to winner.
If we get 6 or more then 30% of funds go to 2nd place.
If we get 10 or more then we go 60% 1st, 30% 2nd, 20% 3rd.

I don't think the bet should be any higher than $1M. In our FFB league I think the reason we couldn't get everyone to agree was the larger price. We don't exactly need 10 people or $10M to do what I was suggesting. Right now we have 7 and it would work perfectly to do; $1M for 3rd, $2M for 2nd, and $4M for 1st.
