OK, this does make more sense. I have no objection to No. 2 IF the decision whether to pursue an edit rests with the GM. I am interpreting your answer as No Edit, No Fine.

The point by rocky is very salient on number 1. So you would have to post all your releases at least 24 hours before the latest sim to ensure they are gone or we'll have to have a dueling release and waiver release forum for what they have.

Editing contracts is annoying, but in at least a sizable share of the guys released I'd have to do it anyway. (For instance, major leaguer released, most guys would only want them for a minor league deal anyway) It saves very little for a lot of extra checking/work.
